Garrett County has experienced three cases of rabies so far this year and the Garrett County Health Department is doing something about it. The Health Department’s Environmental Health Office will hold two rabies clinics for the vaccination of dogs, cats, and ferrets one on September 21st in Grantsville and the other on October 17th in Oakland. Due to COVID-19 the Garrett County Health Department will not be holding any other rabies clinic this year. Here’s the scoop.

Yesterday the Garrett County Health Department announced it has received positive COVID-19 results for four additional persons, bringing the current county total positives to 70. The new positive COVID-19 cases include three females, one in her teens, another in her thirties and another in her 50s, as well as a male in his 30s. There are currently four persons isolating in Garrett County due to COVID-19 positive tests. For more information, call 301.334.7770 or 301.895.3111.

Congratulations to the Garrett College cross county team, which is back in action after a successful inaugural season last year. The cross country season officially began this past Friday at the Westmoreland County Cross Country Invitational in Youngwood, Pa. First year student EllaRose Warnick (Frostburg, Md.) placed seventh, while on the men’s side, first year student Jeffrey Geddie, Jr. (Clinton, MD) also posted a nice time.

Don’t forget the Mountain Fresh Farmers Market will be downtown today in the pavilion in Oakland from 10:00 am – 1:00 pm. They still have a nice variety of fresh vegetables and fruits, plus other goodies.

With some states continuing to reopen while others have paused or reversed course due to surges in COVID-19, the personal-finance website WalletHub yesterday released their updated rankings for the States with the Fewest Coronavirus Restrictions, as well as accompanying videos and audio files. To identify which states have the fewest coronavirus restrictions, WalletHub compared the 50 states and the District of Columbia across 17 key metrics.  I’ll let you judge the findings and implications for yourself.

The Garrett County Health Department has scheduled a TIPS (Training for Intervention ProcedureS) training at the end of September. This training is designed to promote the responsible service, sale, and consumption of alcohol. The TIPS for Concessions training will be held on September 29th, from 5:00 – 9:00 p.m. at the Oakland American Legion at 423 Memorial Drive. The TIPS class is open to members of groups such as police departments, coalitions, volunteer fire departments, and other organizations that serve alcohol at their events. Is it my imagination or does our little mountain community have a really active and strong health department, hospital and healthcare ecosystem.  As I write these Daily Notes and read other publications, I am always impressed by our local support system. Rabies Vaccination Clinics Scheduled for Two Locations in Garrett County

The Garrett County Health Department’s Environmental Health Office will hold two rabies clinics for the vaccination of dogs, cats, and ferrets. Due to COVID-19 the Garrett County Health Department will not be holding any other rabies clinic this year.

The schedule is as follows:

  • Grantsville Fire Department, Monday, September 21, 4-6 p.m.
  • Oakland, Garrett County Health Department, Saturday, October 17, 10 a.m. – 12 p.m.

To help prevent the spread of COVID-19, the following protocol will be required to have your animal vaccinated. All persons must wear a face covering or face shield. Only one person per animal will be permitted in line. All individuals in line must maintain a social distance of at least six feet.

“Garrett County has experienced three cases of rabies so far this year,” said Bryce Manges, Environmental Health Specialist. “Protect your pets and your family from the threat of this virus by bringing your dogs, cats, and ferrets to the clinic in your area.”

The cost of the vaccination is $5 per animal at the clinics. Dogs must be on a leash and under the control of a responsible individual. Cats and ferrets must be brought to the clinic in a cage or a tightly secured box with air holes. If a cage or carrier is not available, the cat must be carried in a pillowcase or suitable cloth sack. Close contact of animals at the clinics increases the risk of bites or scratches. Please be prepared to restrain and control your animals in order to avoid a potential incident.

The Centers for Control of Disease and Prevention (CDC) describes rabies as a preventable viral disease of mammals that is transmitted through the bite of a rabid animal. The rabies virus infects the central nervous system, ultimately causing disease in the brain and leading to death. Rabies in both humans and pets is preventable by following proper procedures and guidelines.

“Garrett County is very fortunate to have many forms of wildlife,” said Bob Stephens, Garrett County Health Officer. “But, wild mammals – bats, foxes, squirrels, coyotes, skunks and raccoons are the main carriers of rabies. Parents should teach their kids not to play with or touch wild animals and even unfamiliar cats and dogs. While these animals may look friendly, they could also carry the rabies virus which untreated could be fatal. People bitten by these animals should seek prompt medical care. Also, please report stray dogs and cats to Garrett County animal control.”

Although Maryland law requires dogs, cats and ferrets over four months of age to be vaccinated against rabies, they may be adequately vaccinated at three months of age. Dogs and cats need to be revaccinated every three years. Puppies and kittens vaccinated between the ages of three and twelve months, and dogs and cats receiving their first vaccination, must be revaccinated 12 months later. Ferrets need to be revaccinated every year.

County dog and cat licenses will be available at each clinic. License cost is $3 per year for a spayed/neutered animal and $15 for non-spayed/neutered.

“The vaccination of dogs and cats is one of the most critical measures which can be taken by pet owners in protecting their families and themselves from possible exposure to the rabies virus,” Manges said. “Since wildlife rabies continues to be in Garrett County, all pet owners are strongly urged to bring their pets to one of the clinics.”

Yesterday turned out to be pretty good in the afternoon, but was a bit cooler.  Today we can expect sun, with a high near 66 degrees and a southeast wind 5 to 7 mph. This evening will be mostly clear, with a low around 47. Looking ahead, Saturday looks to get down into the mid-thirties.  Yes, you read that right.

Somebody please tell me where the first half of September went?  Time is flying as we are more isolated. I would expect the opposite, but other folks have expressed the same experience.

The Ruth Enlow Library of Garrett County yesterday announced a new “Learning at Home” resource page on its website, which can be found at https://www.relib.net/learningathome.  This page describes the many ways in which the Library can support students learning through Schoology this year, as well as homeschooling students and their parents.  It includes lists of free educational websites, a description of equipment available at the Library, links to Library online resources, and plenty of other links.

St. Peter the Apostle Catholic Church in Oakland has announceed that weekday masses will resume October 5th.  Masses will be held Monday through Wednesday at 12 Noon.  Please wear a mask and practice social distancing.

Each year, the Community Development Network of Maryland sponsors a full week of events to highlight the work and economic impact of the community development industry across Maryland.  This year’s event series will take place September 30th – October 8th. With multiple companies racing to develop an effective COVID-19 vaccine but one in three Americans saying they wouldn’t get vaccinated, the personal-finance website WalletHub today released its report on 2020’s States that Vaccinate the Most. WalletHub analyzed the 50 states and the District of Columbia across 18 key metrics, ranging from share of vaccinated children to share of people without health insurance to flu vaccination rate among adults. Here’s the scoop on where Maryland stands (1=Best; 25=Avg.):

Yesterday was dreary with some rain.  Today will be mostly cloudy, then gradually becoming sunny, with a high near 67 degrees. The evening will be clear, with a low around 44. Light and variable wind becoming east around 5 mph after midnight.

I went to the Second Sunday in September event at the Fort in McHenry yesterday.  Marcia Warnick, Jessica Fike and friends did a great job putting on the event and there were lots of folks both selling and buying the nice products offered by the vendors. The Garrett County Chamber of Commerce is hosting their monthly Business Before Hours event on Tuesday.  Ben Safran, Associate Partner with McKinsey & Company, will be the keynote speaker for the BBH Business & Industry Appreciation program. Here’s a link to a sobering piece by the BBC relative to the loss of wildlife on the planet over the last 50 years.  I have not reviewed all of the methodologies and conclusions, but the BBC and the experts quoted certainly have strong reputations. I’ll let you decide. It would be interesting to see if there are any changes in biodiversity and biomass in Garrett County during the same period.  Interesting stuff for sure…

Speaking of research studies, earlier this summer, the Summit supercomputer at Oak Ridge National Lab in Tennessee set about crunching data on more than 40,000 genes from 17,000 genetic samples in an effort to better understand Covid-19. Summit is the second-fastest computer in the world, but the process — which involved analyzing 2.5 billion genetic combinations — still took more than a week. I don’t have a link to the full article, but the bottom line is a resulting new hypothesis about COVID-19: As the compound bradykinin builds up in the body, it dramatically increases vascular permeability. In short, it makes your blood vessels leaky. This aligns with recent clinical data, which increasingly views Covid-19 primarily as a vascular disease, rather than a respiratory one.

Southeast wind around 10 mph, with gusts as high as 21 mph. Sunday, showers likely before 2pm, then showers and possibly a thunderstorm between 2pm and 5pm, then showers after 5pm. High near 73 and a low of 58. South wind around 7 mph becoming southwest in the afternoon. Winds could gust as high as 21 mph.

We Remember 9/11 🇺🇸

The Deep Creek Lake Management Office has observed a small patch of hydrilla in Windy Cove that was approximately 5 meters in diameter and in less than 3 feet of water. This is the first new occurrence of hydrilla in the lake since the find of hydrilla in Arrowhead Cove in August 2017. Due to concern about the further spread of the plant, the patch of hydrilla will be treated with a fast-acting contact herbicide today Friday, Sept. 11, 2020. Access to the cove will be limited very briefly while the applicator is conducting the treatment, but there are no water use restrictions once complete. An overview of the 2020 Hydrilla plan is available here. And, a map showing the new hydrilla patch location (yellow thumbtack) is seen below:

“Largemouth and smallmouth bass [in Deep Creek Lake] are best targeted early morning and late evening until waters cool a bit further. Work shallow grass and structure with topwater lures and switch to diving crankbaits and soft plastics during the brighter periods of the day. Crappie are beginning to school up near bridge piers, bluegills can be found near docks, and trout and walleye are deep along the dam wall. See more on the DNR Fishing Report.

The Garrett County Health Department received notification of the county’s first COVID-19 related death. In addition, they also received positive COVID-19 results for one additional person, bringing the current county total positives to 66.

“We are sad to announce the county’s first COVID-19 related death,” said Garrett County Health Officer Bob Stephens. “The person who passed away was diagnosed early in the event. While COVID-19 was not the primary cause of death, it was a factor that contributed to the death, as were other chronic conditions.”

At the time of death, the individual was living in a nursing home in another Maryland county. However, the death is counted in Garrett because the decedent was formally a resident of Garrett County.

The new positive COVID-19 case is a female in her 30s who has symptoms and is isolating at home. There are currently 3 persons isolating in Garrett County due to COVID-19 positive tests.

Great day yesterday! Today will be mostly sunny, with a high near 79 degrees and a southeast wind 3 to 6 mph. Tonight will be partly cloudy, with a low around 62. Get outside and enjoy this great weather while it lasts!

I heard yesterday that the Garrett County Health Department is currently working on plans for community flu vaccine clinics beginning in early October. There will be several clinics in Oakland and Grantsville over the next few months, starting in October.  We’ll keep you informed here when we know more.

Had our Deep Creek Lake Lions Club meeting last evening outside at Lions Park on Bumble Bee next to HART for animals. In case you are not familiar with it, we have a nice doggie run, trails, picknic tables, etc. We are always looking for new members, so ping me at info@deepcreektimes.com if you might be interested.  Very laid back group of great people that does some really good work in our community.

On Friday, September 11th, Wreaths Across America calls for every American to stand outside and wave a flag for one minute at 8:46AM, 9:03 AM, 9:37AM and 10:03AM (those are the times of the four impacts (World Trade Center towers, Pentagon, Shanksville, Pa, which is not that far from Deep Creek Lake. I am not personally familiar with their site, but it seems appropriate based not only the lives lost on 9/11/2001, but also as a show of national unity during these trying times.

September 8

I hope you all had a nice Labor Day weekend.  I sure did.  Finished it off with a drive along the southern part of the lake – 219 to Rt.135 to Sand Flat, to Paradise Heights, then up onto Glendale.  A different view of the county as well.

Yesterday was just about perfect weather-wise, with all sorts of folks and watercraft at the lake. Today looks to be similar if not even a little nicer, with sun and a high near 81 degrees, and a southeast wind 3 to 7 mph. Tonight will be mostly clear, with a low around 61 and a southeast wind around 7 mph.

Southern Garrett Middle School will be conducting Back to School Orientation for students and families as they prepare to start the 2020-2021 school year. These activities will be taking place during this week starting today at 8:30 am.  Here’s more information.

If you get a knock on the door, it could be a census worker. With door-to-door visits by census takers now underway, the U.S. Census Bureau is informing households that they may also receive a follow-up visit to ensure everyone is counted in the 2020 Census. In total, over 82.4% of all housing units throughout the nation have been accounted for in the 2020 Census as of Aug. 30. The Census Bureau is working to count the remaining households—about 1 in every 5 households across the nation.

I hope all get to relax a little on this Labor Day 2020.  I have an HOA board meeting in the morning, but plan to take-it-easy the rest of this day and I hope you can too.

According to the U.S. Department of Labor, the first governmental recognition of Labor Day as a holiday came through municipal ordinances passed in 1885 and 1886.  By 1894, 29 states had adopted the holiday, and on June 28, 1894, Congress passed an act making the first Monday in September of each year a legal holiday in the states, District of Columbia and the territories.

The weather over the weekend was really nice.  On this Labor Day 2020 we can expect sun, with a high near 79 degrees and a southwest wind 6 to -10 mph.  It will get down to about 60 in the evening with a clouds and a light wind.

Talking about labor and lots of it, I want to give a shout-out to Bob Kurtz.  Bob has given 48 years of service to First United Bank & Trust, first as an employee and then as a director.  Congratulations Bob and congratulations to First United for maintaining such a strong relationship with an employee over so many years.

The Maryland Department of Natural Resources (DNR) has asked the Deep Creek Lake POA to assist in reminding lake property owners and visitors about the importance of its “Clean, Drain and Dry” initiative for boats being launched in Deep Creek Lake from other locations. St. Peter’s Summer Mass Schedule ends this weekend. The Fall and Winter schedule will be Saturday Mass: 4PM @ Lake Center on Mosser Road and Sunday Mass: 9 AM @ Church in Oakland.

Did you know the ruby-throated hummingbird makes a 1,000-plus mile journey each year? It travels from Central America back to the eastern United States in the spring to breed. We are fortunate to have ruby-throated hummingbirds return to Maryland year after year.

Despite the cancellation of the Grand Feature Parade, many Autumn Glory Festival events are still ON from October 7 – 11, 2020. There will be a Craft & Gift Sale, the Chamber’s Autumn Glory Float Contest, information on the 2020 Fall Foliage Heritage Driving Tours, a Car Show and the famous Turkey Trail.

The Property Owners’ Association of Deep Creek Lake is an advocate on behalf of the property owners of the Deep Creek Lake area.  To accomplish this, they strive to promote, preserve and protect the quality of life, environment, recreational opportunities, historic sites, and historic areas on Deep Creek Lake and in its watershed, Garrett County, Maryland. I love biking and I’m excited to report there will be a new bike shop in town! The Tiny Corner Bike Shop will open Autumn Glory weekend offering repairs, apparel, parts, and tools, as well as new and used bikes.

Governor Larry Hogan has allowed the state of Maryland to move into Stage Three of the ‘Maryland Strong: Roadmap to Recovery’ Plan. And, the County Commissioners have said: “as the Governor announces phased openings or, as he eases restrictions related to the COVID -19 State of Emergency, those actions will apply in Garrett County unless the Garrett County Health Officer directs otherwise.”

Your mail-in ballot application for the 2020 Presidential General Election should be arriving from the Garrett County Board of Elections. It will be a  windowed envelope. Note, official ballots are not mailed to you without an application, but, if you plan to vote in-person you don’t need an application.

I spent a little time “down on the farm” yesterday! I met with Julie of Wildom Farm and she gave me the tour of their property. Their focus is especially on livestock and making the supply chain as short as possible. They also have their own sawmill and are offering campsites to the public. They’re located just across the street from Mountain State Brewing Company at the lake! It’s the sweetest family farm and they’re definitely doing good work!
