Garrett County Announces Restaurant Relief Fund Program

November 13, 2020, Oakland, MD – A new local grant program, the Garrett County Restaurant Relief Fund, will assist restaurants with expenses associated with adjusting their operations and procedures due to the COVID-19 pandemic. The fund supports one-time, short-term financial support to foodservice operations impacted by COVID-19. Grants up to $10,000 will be awarded to eligible restaurants, caterers, mobile food service providers, and brewery or distillery businesses. Specific program eligibility requirements apply.

“In the midst of the pandemic, we have been working diligently to serve our small business community,” said Kim Durst, Garrett County Manager of Business Development. “We anticipate these grant funds to be instrumental in helping local foodservice operations. Grant funds are limited, so we encourage eligible businesses to apply as soon as possible.”

Applicants must have owned, rented, or leased a permanent or mobile commercial food and/or beverage service location in Garrett County as of March 1, 2020 in good standing. The business must also demonstrate operational expenses or purchases incurred due to COVID-19 in the periods from March 1, 2020 through December 30, 2020. Examples of such expenses are rent/mortgage, utilities, marketing, employee training, commercial cleaning and sanitation services, and infrastructure improvements.

The application for grant funding is available online at the Department of Economic Development’s website http://www.gcedonline.com/covid-19/restaurant-relief-grant and applications will be accepted beginning Monday, November 16, 2020, at 8:30 a.m. Grants will be awarded on a first-come, first-served basis until funding is exhausted.

The application deadline is 11:59 p.m. on Tuesday, December 15, 2020 and no grant applications will be accepted after that date. Funds must be disbursed to businesses by December 31, 2020.

Mountain Watershed Association will be seeking public input for communities in the upper reaches of the Youghiogheny River watershed, specifically the headwaters regions of Maryland, West Virginia and into Pennsylvania, including the Ohiopyle region where Dunbar Creek joins the Youghiogheny River. The issues and concerns that area residents express will be used as the basis for developing a list of projects that, when implemented, will improve the quality of life in the watershed

Through a partnership with Saltlick Township, Mountain Watershed Association, Inc. received a Community Conservation Partnership Program grant from the Pennsylvania Department of Conservation and Natural Resources to complete the Youghiogheny River Conservation Plan Part 1: Headwaters to Dunbar Creek. The River Conservation Planning process is a highly public involvement process, and we would appreciate your participation. This project entails documenting all the known resource information about the watershed into one concise document, determining threats, and identifying top projects that, once implemented, will improve our community.

Due to COVID-19, we will have various ways that community members and visitors to the region can participate. During the outdoor Yough Defense Party Pop-Up events, you can speak to Mountain Watershed Association staff in person. Please wear a mask and practice social distancing when able. The local schools have released several news items in the last 48 hours…

First, the Garrett County Board of Education voted on November 10, 2020, to move students to a red, fully virtual learning model beginning today, Thursday, November 12, and continuing until at least Thursday, December 10, 2020. GCPS is also canceling all in-person extra-curricular activities and athletic events and practices effective immediately. This decision was based on the significant increase in COVID-19 cases throughout Garrett County and the number of GCPS employees and students who are currently quarantining or isolating due to possible COVID exposure.

The Maryland Historical Trust announced several webinars over the next three months to learn about $600,000 in available funding for historic preservation grants through the Historic Preservation Capital Grant Program. Six webinars will be held ; applications for the grant funding can be submitted beginning February 2021.

Southern Squad Basketball (not affiliated with any school) is still planning to have their tryout next Monday at the Oakland Armory. Boys 6th, 7th, and 8th grade will go from 5-6 pm. Girls 6th, 7th, and 8th grade will go from 6-7 pm. Parents will be asked to come to the Armory lobby to fill out contact information and a waiver form. Maryland Historical Trust Announces Upcoming Webinars to Discuss Historic Preservation Capital Grants

Program to Fund $600,000 in Preservation Projects in FY21

(November 2, 2020) Crownsville, MD – The Maryland Historical Trust (MHT) today announced several webinars over the next three months to learn about $600,000 in available funding for historic preservation grants through the Historic Preservation Capital Grant Program. Six webinars will be held between November 5, 2020 and January 27, 2021; applications for the grant funding can be submitted beginning February 2021.

The goal of this highly competitive program is to promote the preservation of properties that are listed on or eligible for listing on the National Register of Historic Places, either individually or as a contributing structure within a district. Grants up to $100,000 are available for acquisition, restoration, and rehabilitation projects of eligible properties. Predevelopment costs can also be funded for some projects. Eligible applicants include nonprofits, local governments, business entities, and individuals.

Project selection will be based on the property’s relative historical or cultural significance, urgency or need of the project, and a public benefit component that meets the mission and goals of MHT. Grant projects selected for funding will be announced summer 2021.

Applications will be available on the MHT grant webpage: https://mht.maryland.gov/grants.shtml beginning Monday, February 8, 2021. The deadline for submitting an application is 11:59 pm on Monday, March 22, 2021. The application must be submitted through MHT’s online grant application portal. Hard copy applications will not be accepted. Thank You Veterans!

Happy Veterans Day to all that have served our country and it’s citizens!  We appreciate you and yours and recognize we are the land of the free because of the brave! Thank you all for your service and I especially wish to recognize those that sacrificed all.

Yesterday was another great day weather-wise.  Today we can expect patchy fog in the morning with rain and highs in the mid 60s. Southwest winds 5 to 10 mph. Chance of rain near 100 percent. Tonight we will have rain with lows in the 40s.

Did you know that on November 11, 1918, president Woodrow Wilson declared Armistice Day on the one-year anniversary of the end of combat in World War I? Armistice Day evolved into Veterans Day. The ending of the first world war over 100 years ago, on the 11th hour of the 11th day of the 11th month, is the reason this day is used by our nation as a holiday to honor our veterans. Now you know.

With coronavirus cases rising, sending more Marylanders to hospitals and intensive care units, Gov. Larry Hogan on Tuesday afternoon announced a tightening of restrictions on restaurants and sought to discourage large family gatherings and parties. Here’s a link to a Baltimore Sun article with the scoop.

If you know Sarah and I, or are a long-time reader, you know we are both very passionate about entrepreneurship.  We have worked separately and together to help support entrepreneurs and small business formation in Garrett County and the region.  That is one reason this study caught my attention and I am sharing it: The study by Self, Inc. found there  are 112,760 female business owners in Maryland, which amounts to 41.4% of all business owners in the state. Out of all states, Maryland reports the 5th highest percentage of female business owners.

Tuesday November 10

Yesterday was sunny and bright.  Today will be sunny, with a high near 69 degrees and a south wind 5 to 7 mph. Tonight we have a chance of rain after 1:00 am. Increasing clouds, with a low around 56. South wind around 7 mph.

Observation:  Folks around the lake are getting lots of mail from real estate companies letting them know there is significant demand from buyers seeking lake-area properties.  In my small sub-division, we have been seeing quite a lot of new listing and also sales activity.  This can be attributed to low interest rates, the pandemic and of course, the Deep Creek Lake area’s attractiveness to prospective buyers.

Every year, the Police Providing Presents program helps provide funding for our county police to team up with a local child to provide help to buy presents and other things for the child and their family in need during the holidays.  While things might change a bit this year due to the pandemic, they are still needing and accepting financial donations from the community.  Deborah K Clatterbuck Speaks for the Animals

On Saturday, November 7, Deborah Clatterbuck was honored with a permanent plaque at the HART Animal Center in celebration of the animals she saved in Garrett County.  If you were to ask Deb why she chose this path, she would tell you animal rescue is not a career. It is a way of life. In rescuing animals, people lose their minds but find their souls. Deb has been an animal rescuer since she was a child when she and her dad found an orphaned fawn. The fawn lived and was followed by hundreds of other animals, rescued, healed, and released or adopted by Deb.  The plaque is symbolic of her dedication to the animals and reads, “In honor of Deb Clatterbuck. She always answered our call for help without hesitation. From all the animals you have helped.”

Deb was born in Garrett County, where her grandfather had a 50-acre farm and raised beef cattle. When hearing her describe her childhood, it is not hard to envision the acres of farmland, studded with hundreds of farm animals and children playing. Her father Bill Clatterbuck started the Deer Park Fire Department and was the Chief Dispatcher for the B&O Railroad, Western Maryland Office when trains were an essential means of transportation.

In 2004, Deb joined the Garrett County Humane Society, founded by Bernadine Friend. At that time, Deb’s late sister, Denise (Dee Dee), was the Animal Control Officer. One of the most egregious animal abuse cases was a local farm where horses, cattle, and goats had died of starvation and other causes. The complaint that brought Dee Dee and Deb to the farm was – a neighbor who told the Humane Society that 17 piles of animal carcasses were being rolled underground with a bulldozer. Even now, many years later, Deb’s voice catches when she retells that one of the piles of carcasses contained 48 “mini” horses of a total of 50, with only two surviving. The magnitude of the animal abuse brought the Humane Society of the United States, who sent their forensic specialist from Florida to determine the specific causes of death of four of the animals from one of the piles. The few animals that were still alive were taken by Days End Farm Horse Rescue in Lisbon, MD.

She estimates that she has rescued a few thousand animals, and has fought to have them treated compassionately – even by putting herself in danger. One of the times when others suspected that somebody targeted her was when she lost her beloved white 204-lb Great Dane (Cas) to a hit-and-run driver who left the road suddenly to fatally hit Cas in Deb’s driveway. Despite the loss of her sister Dee Dee in March 2011 and Cas in March 2013, Deb continues to fight for the dogs, the cats, the porcupines, the goats, the sheep, the horses, the cows…

Now, Deb is struggling for her life as she is in remission from two types of cancer. And, yet, she says, “I always go for what the animals need… I speak for the animals.” Deb continues her work with the Garrett County Humane Society as their Animal Control Officer. She still receives numerous calls daily and assists county residents with everything from “How do I stop my dog from barking all night,” and “come quick my dog has a face full of porcupine quills,” to “my animal is really sick. can you help me?”

The animals never forget Deb either.  “It’s funny. I see dogs that I rescued five years ago. And they remember me! Animals never forget,” says Deb.

The plaque honoring Deb and her dedication to the animals is on permanent display in “Hazel’s Garden,” at the entrance to the HART Center.

The Garrett County Health Department has received eight additional positive COVID-19 results since the last report on November 4th. This brings the current county total positives to 202, with 42 people isolating due to positive results. The new positive COVID-19 cases include: 3 females in their 20s, 1 female and 1 male in their 30s, 1 female in her 40s, and 2 females in their 60s.  We hope all are recovering.

During a press conference Thursday, Governor Larry Hogan gave some updates on the COVID-19 situation in the state. “Our statewide metrics do not yet warrant taking drastic immediate actions,” he said. “However, the upticks in some of our metrics here and the spiking numbers in other states do place us once again at a pivotal moment in the spike.” Hopefully, things in Garrett County and statewide will level-off so we do not need additional measures to be taken.

Congratulations to president-elect Biden (and team), who has won the hotly contested election for president of the US. While there are still some legal challenges going on, and nothing would surprise me in 2020, Biden has been declared the winner by major news organizations. We now need to move forward as one nation.  I reference our November Cover Story on kindness as a read (or re-read) for all.  Here’s the link.

Woodmen of the World Chapter #11 recently made a gracious $500 donation to Little Free Pantries of Garrett County (LFPGC). LFPGC accepts donations of non-perishable, unexpired food (with some examples listed below) to help those in need. The weather for today will be sunny, with a high near 60 degrees and a southwest wind 3 to 6 mph. Tonight will be mostly clear, with a low around 42.  Enjoy the sun folks!

According to Jeannie, who keeps official precipitation records for the county at Garrett Regional Medical Center (GRMC), the average high temperature in October was 66.7 degrees, with the average low being 40.4 degrees, with 3.17 inches of rain being recorded.

The Garrett County Health Department has received nine additional positive COVID-19 results, bringing the current county total positives to 176. The new positive COVID-19 cases include individuals ranging from 10 years of age up to one individual in his 70s.  Currently in the county, 67 persons are isolating due to a positive COVID-19 test.

Well, my message above says it all for today.  Please vote.  It is a right and a very important part of our democracy.  And, whomever you vote for, please leave the voting booth with a certain peace and a determination to support whoever our next president is, even if it is not who you voted for. We are all in this together…

Monday November 2

Well, Happy November folks!  This year has been a doozy and is drawing to a close, and hopefully we will have a better 2021.  Nonetheless, we all have much to be thankful for, including the fact that we live in a free and great country, we live in a beautiful part of that country and that most all of us have the basic things that we need including food, shelter, etc. So while America is not perfect and there are many challenges facing us at this time, we are better off than most of the world.

It was cold, blustery and snowy (late) yesterday, with light accumulations. Today we will have isolated snow showers before 10:00 pm. Mostly cloudy through mid-morning, then gradual clearing, with a high near 33 degrees. Breezy, with a west wind 20 to 22 mph, with gusts as high as 34 mph. Chance of precipitation is 20%.  Tonight will be mostly clear, with a low around 28. Breezy, with a west wind 21to 25 mph, with gusts as high as 40.

I went to the Country Club Mall in LaVale Saturday afternoon.  There were some folks there, and it was clean and had a friendly feeling, but it was quite desolate compared to the pre-pandemic world.  With three of the four anchor stores closed, along with many of the smaller shops, I hope they can find a buyer and/or turn things around and get it filled with retailers and patrons.  I couldn’t help but think of all the jobs that have gone away due to the closures.

This month is World Kindness Month, with November 13th being World Kindness Day.  As a result, our November Cover Story talks about the history of the month, how we can all perhaps spread a little kindness around the Deep Creek Lake area and also shares some personal trials my wife and I experienced, to illustrate that we never know all that a person is experiencing and that all could use a little kindness from time to time.  Read the Cover Story to see how that all comes togther.

The Garrett County Health Department has received seven additional positive COVID-19 results, bringing the current county total positives to 167. The new positive COVID-19 cases include: one male age 0-9 years of age, one male 10-19 years, one female in her 20s, two males in their 30s, one female in her 40s and one male in his 50s. Currently in the county, 61 persons are isolating due to a positive COVID-19 test. If you know you are a close contact to a confirmed COVID-19 case, you should get tested 3-5 days after you are exposed, whether or not you have symptoms. If you develop symptoms, get tested at that time. This can be anywhere from 2-14 days after exposure. Visit garretthealth.org for the most up-to-date COVID-19 information.

I went into a local convenience store the other day.  Six people that I could see were in the store, three had masks on and three did not, including the cashier. I just don’t get how hard it is to put a mask on to protect your fellow citizens. Masks and social distancing seem to be the easiest and most effective prevention for COVID-19 at present.  Why not be a little inconvenienced to help fellow citizens, businesses and the community?

The Deep Creek Lake Policy Review Board will hold an in-person meeting at 4:00 pm on November 10 at the Discovery Center (for board members) and online, for the public.  They will be discussing  budgets, wake zones, wake boats and other issues. The State Attorney General’s Consumer Protection Division has been notified that some voters have been called and asked to verify their Social Security Numbers in order to process their ballots. This is a scam. Do not give your Social Security Number (SSN) to anyone over the phone unless you initiated the call and know exactly why you are providing it – for example, if you call your bank and do not have your account number, the bank representative may ask you for your SSN.
