RCAP Solutions is pleased to announce a community site visit and stakeholder meeting in Garrett County, Maryland, on October 8, 2025, hosted as part of the U.S. Department of Transportation’s (USDOT) Thriving Communities Program (TCP). This event will showcase locally specific transportation and associated community development challenges alongside efforts to advance transformative infrastructure projects that improve mobility, expand affordable options, and support community-driven economic development.
Funded and supported by the USDOT, the Thriving Communities Program is a national initiative that provides intensive technical assistance (TA) and capacity-building support to help under-resourced communities access federal infrastructure funding and implement projects aligned with local priorities around transportation initiatives.
RCAP Solutions is proud to serve as the lead capacity builder under this program for Maine and Maryland, working directly with communities to bring these goals to life. The site visit will highlight the ongoing multi-year
TA projects across Garrett County, Maryland – our first time working in The Old Line State – where RCAP Solutions is collaborating with local leaders and stakeholders to develop more connected, resilient, and equitable infrastructure, including a focus on asset management and capital improvement, downtown revitalization, community center visioning and implementation, and safety/walkability.
The site visit will spotlight Garrett County, beginning in Kitzmiller with a tour of the community center and a walk-through downtown to explore local history and infrastructure needs, as well as featuring the partnership between Garrett County and Maryland DOT. The afternoon continues in Grantsville with lunch, a visit to Artisan’s Village and Route 40 corridor, and a trolley tour of new community development sites. The day will conclude with a community discussion led by the Grantsville Town Council on priorities and next steps. This event will provide an opportunity for community members, partners, and stakeholders to learn more about local needs, the community projects, share feedback, and engage in discussions about the future of transportation, infrastructure, and community and economic development in their region.
Interested stakeholders and members of the media are invited to attend on Wednesday, October 8, 2025, from 9:00 AM to 5:00 PM. We will meet at the Kitzmiller Community Center (former Kitzmiller School) located at 288 West Main Street, Kitzmiller, MD 21538. The Grantsville visit will begin at 1:00 PM at the Mountain Grape Tavern located at 146 Casselman Road, Grantsville, MD 2153,6 and end at 5:00 PM at the Grantsville Town Park.
