Dan Duggan has officially announced his candidacy for the Maryland House of Delegates in District 1A. A lifelong Republican with traditional conservative values, Duggan has been a resident of Garrett County for 40 years. He and his wife, Susan, live on a small farm in Swanton, where they raised four children and are now blessed with three grandchildren.
Duggan is a military veteran who served in both the active and reserve components of the United States Marine Corps. He retired in 2003 as a gunnery sergeant after 20 years of honorable service. Following his military career, Duggan served 25 years as a Garrett County deputy sheriff, retiring at the rank of lieutenant in 2025. In addition to his law enforcement career, Duggan was twice elected to serve as a judge on the Orphans’ Court for Garrett County, with Governor Hogan appointing him Chief Judge during both terms. He currently owns and operates Mountaintop Appraisal Service, Inc. and is a practicing Realtor.
Deeply involved in his community, Duggan was a longtime soccer coach and board member for the Mountaintop Soccer Association. He has held memberships in the Lions Club, VFW, American Legion, Marine Corps League, Fraternal Order of Police, Garrett County Historical Society, and the Deep Creek Volunteer Fire Company. He is also a graduate of Garrett College.
“As a local law enforcement officer and a judge, I gained a deep respect for the law and a first-hand understanding of the effect it has on our citizens and communities,” Duggan said. “It was during this period of my career that I knew I wanted to be part of the legislature.”
“My legislative priorities will be continued economic growth and workforce development for District 1A,” he continued. “I plan on continuing the work of my predecessors; many of the mechanisms and programs for these economic growth initiatives are already in place; however, the challenge will be continued funding, given future budget restraints and a growing structural deficit.”
“Here in the mountains of Western Maryland, we have values and priorities that differ from urban Marylanders’; many of our citizens feel forgotten and marginalized by Annapolis. As your delegate, I will work to ensure our ‘mountain values’ are preserved, and our collective voices are heard.”
